  17. <p>Hun Sen seeks to regain ground lost to the Khmer Rouge
  18. </p>
  19. <p>     For 11 months, the 22,000-strong United Nations Transitional
  20. Authority in Cambodia has responded to complaints of cease-fire
  21. violations by claiming that it was powerless to stop them.
  22. Meanwhile, the Khmer Rouge have systematically enlarged the area
  23. they control. Now the Hun Sen government has taken matters into
  24. its own hands, retaking much of the lost territory in a
  25. large-scale military operation in the northern and western parts
  26. of the country. Hun Sen has offered to withdraw his troops
  27. behind a buffer zone that would be policed by U.N. troops. UNTAC
  28. officials declined; though the U.N. has the firepower, they'd
  29. rather supervise elections than try to stop the fighting.
